Managing hotel online reputation using SEO

Could we create a ratings booster? A computer program that makes bookings via the internet on an OTA from a server of for example 100000 email addresses that are chosen randomly. The hotel processes all the bookings correctly and the OTA gets its commission. Then the same program responds to the rating request and gives randomly chosen positive feedback and positive ratings for the hotel.
The one catch: there was never a customer that entered the hotel....
But the hotels ratings would go up
And the hotels cost is only the percentage on the bookings made through the OTA.
Obviously this is a scam.
We cannot do this in the industry eventhough we have heard from similar practices: only not by a computer program but by the hotels staff...
